Qur'an 29:21
يُعَذِّبُ مَن يَشَآءُ وَيَرْحَمُ مَن يَشَآءُ وَإِلَيْهِ تُقْلَبُونَ
Translation
He punishes whom He wills and has mercy upon whom He wills, and to Him you will be returned.
